The Feds Are RAMPing Up Migration to the Cloud: Are You Ready?

The government’s full-scale adoption of the cloud is as necessary as it is inevitable. But it will be a very
tall order for agencies to implement … without help. For nearly a decade, the government has mandated
the adaptation from old, insecure legacy IT to cloud computing.

Slow to adopt at first, a growing segment of agencies across the federal government have embraced
cloud computing architecture and solutions to support information sharing across the enterprise in a
more cost-effective, scalable and secure manner. Although cloud solutions promise a lower cost of
ownership and greater flexibility, many agencies have struggled with the procurement and management
of cloud solutions, and have expressed concerns over securing these environments.

Because these agencies must perform their own risk assessment for every cloud service they acquire, it’s led to redundant, inefficient and inconsistent security evaluations. The Federal Risk and Authorization Management Program (FedRAMP) was created as part of a government-wide initiative that provides a standardized approach to security assessment, authorization and continuous monitoring for cloud products and services.

Do Once, Use Many Times

By selecting a CSP that provides cloud solutions with a FedRAMP SaaS-level certification, agencies are
assured that the required security standards are met, saving them time and money. The FedRAMP
approach employs a “do once, use many times” framework that saves an estimated 30 to 40 percent of
government costs. It also reduces both time and staff required to perform redundant agency security
assessments.

However, many agencies aren’t sure where to begin or what level of FedRAMP certification (IaaS, PaaS
or SaaS) is needed to be in full compliance. This is especially true when it comes to migrating to, or
deploying ECM systems – such as Microsoft SharePoint and its integrated suite of products – in a
FedRAMP SaaS level cloud.

To make the migration as smooth as possible, a knowledgeable SharePoint consultant can guide you
through each step of the process, from choosing a FedRAMP-certified CSP, to selecting the right SaaS-
level compliant FedRAMP cloud, to integrating third-party applications, to training your agency’s users.
As a result, you will end up with a complete, scalable, highly secure and FedRAMP-compliant ECM
solution in the cloud. The solution will provide you with new process efficiencies, greater collaboration
and additional cost savings, while allowing you to focus on more mission-critical tasks.

Rise in Federal Cloud Spending

The White House’s Cloud Smart Strategy, issued in October 2018, updated the government’s original 2011 Cloud First initiative to drive cloud adoption in federal agencies as part of the Federal Government IT Modernization effort. What does this mean? After years of dealing with stagnant or shrinking IT budgets, federal cloud computing spending is on the rise and is only expected to increase to meet the current mandate to modernize.

Federal defense and civilian agencies combined to spend $6.5 billion on cloud services in fiscal year 2018, a 32 percent increase over the $4.9 billion spent in fiscal 2017, according to a recent news analysis of a Bloomberg Government report. The research firm Gartner predicts double-digit growth in government use of public cloud services, with spending forecast to grow on average 17.1 percent per year through 2021.

Cloud Smart encompasses several key components of IT modernization including security, procurement, and workforce. Historically, policies have isolated these areas, creating confusion and a misunderstanding of requirements, mission and needs.

However, in updating the Federal Cloud Computing Strategy, the Office of Management and Budget (OMB) has concluded these policies are deeply linked, and require an integrated, interdisciplinary approach, rather than a one-size-fits-all approach to IT modernization. Cloud Smart combines these disciplines together into a cohesive strategy that provides savings, security and faster delivery of mission-serving solutions.
